Not So Scary Halloween Party 09?

We weren't able to attend the MNSSHP this year. Canceling our reservations was pretty tough but now, four months later, I'm ready to start planning for next year. A few questions if ya'll would indulge me:

Does anyone know when the dates for the Not So Scary Halloween Party will be announced? I'm specifically looking for a week when we can attend the Halloween party twice in one trip. The whole point of the trip is to see our favorite villians, so going to the parks during the day, etc. doesn't matter.

We'd like to stay at the Grand Floridian or the Contemporary, to get the best rate should I book early or wait and see what offers we get? (We're Disney Visa card holders.)

When should I start planning? Am I too early or too late? Should I make restaurant reservations before or after hotel?

I would look at the dates for this year, I'm pretty sure they should be close to that. If you are looking for deals, they usually offer free dining for September. Usually that comes available in April. No guarantees, but it's something to look into. I know there were 2 MNSSHP the week we were there this year, Sept 12-20.
