Normalcy by 2022?

Half of the restaurants we like are closed and we will be a party of 8 in 2022 (the smallest we can break a party to is 6 due to presence of small kids). We actually like eating at traditionally strange times so that helps us. Any inside info or educated guesses if dinning will start to resemble normal by then? I'm guessing masks will need to go away since Norway dinner is one of our preferred.
