Can I eat in Disney hotels as a non Disney guest?

After three years of Old Key West we're slumming it in a Marriot
 
Yes no problem we've never stayed on site, just too expensive for us. plus rooms for 5 not easily available.

we've eaten at several Disney hotels, booked before we went with Disney Dining. You gert a car-park pass too , so that isn't any problem.
 
You can do anything onsite apart from swim in the resort pools!

Can you use the mono rail (I think that's what it's called) if you are staying off site? Do you park in a Disney car park and then use their transport system? We are staying just outside the Animal Kingdom so this may work well for us!
 
You can use the monorail system. You can also use the boats that go from resorts to the Magic Kingdom, Epcot etc as well.
