That does not seem unreasonable. A good car service will monitor arrival times, and have the driver standing at the exit from customs/immigration. Some passengers will only take a few minutes with customs, but an hour would not be unusual (when several large planes arrive) — so $15 is just a surcharge for the wait. Air Canada (and perhaps other flights from Canada) do not arrive at the International Terminal, and might not have long customs delays
I travel from Canada, and go through USA customs in Canada before I even get on the flight.
Then I just walk off the plane and down to baggage.
