Can members use their home resort pool if they are not staying on cash (at another non-dvc resort)?

No, that is not allowed. Pool hopping is for DVC Members who are staying at at a DVC Resort on points. DVC Members who are staying off site, or on cash thru CRO are not eligible to pool hop.

AKV, BCV, and BLT. Disney has the right to restrict other access dependent upon crowd level.

Just for clarification, all pools at Animal Kingdom Lodge, Beach Club, and Contemporary are excluded from pool hopping; not just the ones that are specific to the villas at these resorts.

My bad. I thought I'd remembered reading in my Portable Perks this trip that it was both pools at the Contemporary. Here's the actual text from the member web site on pools that are excluded from hopping...

Pool hopping is not available at Bay Cove Pool at Bay Lake Tower at Disney's Contemporary Resort, Uzima Pool and Samawati Springs Pool at Disney's Animal Kingdom Lodge, and Stormalong Bay and the leisure pools at Disney's Yacht & Beach Club Resorts. In addition, this restriction includes the leisure pools at these two resort hotels. There are no exceptions to this policy.
