We're talking about a nine year old child here. Now whether or not the article was true doesn't change the fact that she is out of control and her parents can't handle her.
Are you honestly telling me you'd let your nine year old wear knee high hooker boots and a purple lace mini dress and consider it appropriate? You'd let your nine year old behave and dress that way simply because you want them to enjoy themselves?
