No, I don't think there's any such law. My cousin's husband works for a small company. They get vacation, unpaid, when the boss decides to go to the races. So they can't really plan their vacations; the go when the boss goes and shuts down the company. We've tried so hard to get him to get out of there, but he has an extreme phobia about interviewing and absolutely won't do it.

I'm not a HR expert, but our province's (Manitoba) Employment standards which cover most ppl, make it law, that after 1 year all employees (except the few that it doesn't cover) are entitled to 2 weeks paid vacation (or 4% of their gross pay). A lot of part-time or casual workers take their 4% rather than vacation.
I'm pretty sure that after 5 years, they up it to 3 weeks and 6%. I know that the province next to us starts at 3 weeks, and goes to 4 at 5 years.
I'm surprised that your sister's employers can legally do this to her!

No there is not a federal law mandating vacation. Some states may have it but there are no federal laws. There is a federal law mandating overtime pay however it is only for those making under $24,000.00 a year or around 400 a week. And of course we have a federal minimum wage and some states set it higher than the federal rate as well.
