No under 3-rate

What does "no under 3-rate" mean on the excursions?
Does this mean children under cannot go or does it mean there is no charge for children under 3.

If an excursion is listed for ages 3 and up, usually under 3 YO's can accompany for no charge. If an excursion is listed for say ages 5 and up, then no one under the age of 5 is allowed on the excursion. Basically, the rule I follow, and usually holds true, if any type of snorkling is involved, children under 3 aren't allowed. IF it's a beach day, or glass bottom boat, then usually they are allowed. If you want the real true story on a particular excursion, call DCL, they'll be your best bet. Also, on the DCL website, those excursions that are allowed for the under 3 set are marked with an asterisk *.
