Okay, just checked my email again & this is the response I received to my question about whether or not there has been a policy change:
"Thank you for contacting DISNEY VACATION CLUB®.
We apologize for any inconvenience.
Unfortunately at this time we are no longer able to request for either
ocean or water views on a reservation. *Due to the ever-changing view at
the resort (landscaping / tree growth, hurricanes, etc) and the number
of Members requesting vs. the actual number of villas that have a true
view of the ocean, this request no longer exists at DISNEY'S VERO BEACH
Resort."
It's a training issue, the CM's answering emails are giving one answer, the ones answering the phone just now told me again that they would be happy to make a ocean view request for me.

I was told that there is a ocean view guaranteed category for the inn so maybe that's the problem.
