A few restaurants in my town have switched to paper straws. The look like plastic, only they're brown and made of paper that's biodegradable and recyclable.
Why can't Disney do this?
Animal Kingdom has had these kind of straws for years. Maybe even since they opened. But for Disney, this is less about the environmental impact and more about the cost savings. Cutting straws out completely is much cheaper than providing those paper ones, and they can tout they are environmentally friendly at the same time. And as a PP mentioned, more leverage to push the sale of the reusable mugs or reusable straws that they are apparently selling.
