No, it doesn't. PBS could have said "we'll cut our programming costs 25%" and the station said "it's still not enough". That's my point. You don't know the details.

Presumably PBS (network) still has costs associated with the shows. If they discount the shows too much to the stations, then THEY come up short.
You are missing the point. The stations could purchase just the programming they can afford. That isn't happening. Trust me, public radio and TV are a strange business model.

I thought the point was PBS could have lowered fees for the stations.
what I do NOT understand is PBS not lowering programming fees for stations in this situation. PBS is in a much better position to absorb this drop in funds.
Maybe there was a minimum number of programs PBS required in order to carry any. We (including you) don't know what what proposed or tried from either side. That's MY point.

Correct. My point, they ARE options, I suspect they were not offered. While PBS is a non-profit, it is also a business, and they have a limited customer base. Goes back to supply and demand, when all the PBS stations in one state drop you due to cost, maybe you should examine your pricing and how you sell your programming to local stations. Is it better to have some sales in one state at a lower price, or no sales?
 

And when other states find out that happened? Slippery slope my friend.
Happens all the time in TV when purchasing programming. As a program supplier, it it better to have nothing coming in, or something coming in and grow the audience for your product?
