Can i still make 180+10 reservations if i am staying on property but not using a dining plan?

Yes. The dining plan is irrelevant to the ADR system unless you're booking prepaid meals in which case it comes into play only so people with a dining plan don't get the meal charged to their credit cards.

Yes you can. I didn't have the dining plan but made several ressie's for restaurants. It's well worth taking the time to do so, restaurants are usually full, especially the good ones.
