They are just claiming it as their own. Everything belongs to them, and they want you to know it!

Cats love to lay on things you are doing.
I had to have DH enclose a section of the basement for scrap book time because the cat was always walking on the things I was working on and playing with them

Oh, the cat knows. The cat knows that you think the binder is very important, and thus the cat must control your access to it, lest you give it more attention than the cat gets.
