I've never heard of anyone getting them by using someone else's retired service member ID, but I suppose if that's the only proof, it should work.

It doesn't matter when they served as long as they have a retired military id. A spouse should have her own id. You can buy them at any military base, Shades of Green or Disney's ticket window (but you will pay tax there). If bought anywhere but Disney, they have to be activated at a Disney window.
