Is the GAC still in place at WDW?, I keep seeing posts for this new "Yellow card". Used the GAC last year for our disabled child, was an absolute god send.

The GAC is still in place. The Yellow Card refers to a way to help queue the people who need to use alternate antrances on FastPass rides without having them line up at the exits. Click on the link in my signature for a discussion of the GAC. :)
 
We just used a GAC a few weeks ago.
Like teri said, it's only applicable in a few lines. The main purpose of it seems to be to try to avoid big line ups of people who need to board at the exit on a few rides. For rides like Small World, sometimes we've seen up to 12 wheelchairs waiting at the exit. This makes it really hard for the people waiting and also for people getting off the rides. That's what the yellow cards are meant to avoid.
