News Question re: Turkey

If Turkey does NOT let us use their military bases, will the US still offer $ IF there is a war to help with the refugees?

I have heard mention of a plan b for the northern campaign that would involve airlifting troops to the region for the attack. The problem is that sufficient heavy tanks can not not be airlifted to do the attack plan as originally contemplated.
