I am new on the boards and finally decided to stop lurking and ask a question. So here goes. Can I book and ADR before I have my resort reservation?

Yes, 180 days in advance. You do not need a resort reservation to make an ADR.

You definately want to have your dining reservations firmly in place. Since the dining plan (which is great) has started - it is nearly impossible to have dinner in a sit down venue - without a ressie. Unfortunately, I'm not at WDW yearly as many other posters are (so sad!) - but I can tell you that. If you have small kids (under 10), personally, I would just go with the flow and eat at the "fast food" places.
 
Awesome thanks for the super fast responses. In the past times when ive been especially in Germany in Epcot I got lucky once and got seat. Im not at Disney nearly as much as I would like though this will be the second year in a row, last year I proposed at wishing well and this year I will be honeymooning and staying at the Polynesian. That fact rules out the kids (lol) so I should not have any trouble with keeping a reservation
