New Promotion? Can someone fill me in?

Can someone please explain the new F&F promotion to me... I am a little confused on what they mean by getting 06 points and 07 points etc...

The friends and family promo is when you get a referral from a member you will receive 15% off the cost per point for your purchase with a 150 minimum.

You will get your 06 points based on your Use Year, you will get your points on June 1st, and every year on June 1st you will get your new allotment of points.
