The new policy would require members to have Verified paypal emails if they want to receive paypal payments. If the Paypal is not verified then a member can first redeem for a mailable gift certificate and all future payments will be sent to unverified paypal. Also older QR members with unverified Paypal would not be affected including members who shop and do surveys on QR.
