Do you still need to turn laptops on at security? Will I be able to carry on a new laptop which has never been turned on/still sealed in original box (a gift for someone we are meeting)?

You won't be required to turn it on, but you most likely will be required to remove it from the box. You shouldn't wrap it -- maybe you can use a gift bag.

I travel a lot for business. You do not need to turn it on, but it does need to go through the scanner by itself. Outside of any bag or box. You may be able to get away with keeping the foam wrapping on, but they may make you take it off.
They are usually very help if you ask them for advice.

You definitely will not have to turn it on, but I agree with everyone else; you will have to remove it from the box. It might be easier just to send this to yourself at your hotel (insured) or send to the person directly.
