I've never been to Universal before. I'm thinking about including it in my intenirary on my next trip to Disney, (not the one in Sep, but the one after that.) I probably won't get back to the Orlando area until 2010. I heard they're opening up a Harry Potter thing in 2009, will that be a whole park, or just a section of a park like Fantasyland is to MK?

Also, since this'd be my first time to Universal, how many days should I allot to each park?

You should allot one FULL day to each park to enjoy everything Universal has to offer. The HP section will be an expanded section behind The Lost Continent area of IOA...not a full theme park. I would imagine the crowds are going to be horrendous once the new section opens.

Just remember...you are NOT at Disney and don't have to rush to do everything. Take your time and enjoy both parks.
