Can you add the dining plan after you arrive with a room only reservation?

No, absolutely not.
There are only two ways to get the Disney Dining Plan:
As part of a Magic Your Way package (room + tickets + dining plan), or
In conjunction with a Disney Vacation Club stay paid for with DVC points.

Either way, it HAS to be booked in advance.

and if u change your mind before u go u have 72 hours to add it to your package
before your trip.
