Need help with a padded insert bag

We are going on a trip this month and I am taking my DSL camera. I don't want to carry my large padded camera backpack. I can only take a "personal item" on Allegiant. So I am looking for a padded small bag to protect my camera INSIDE my "personal item" which can be no larger than 15x7x16.

I have looked at several on line, but until you actually "see" them it is hard to decide. It doesn't need to be huge (Canon with lens attached- not taking extra lens), but I don't want it flopping around inside the bag either. Hints?

Evoc makes different sized inserts (ICU). Their small ones should fit your personal item. Mindshift also has a small insert, though I am not sure about the size. I own the large (pro) Mindshift insert and a small Evoc insert and I can only recommend them.
