Need help with a lanyard!!!!

Ok, someone out there must have one of these and can help clue me in!

I just picked up some misc. Disney stuff on eBay, among them is a yellow lanyard that says something like "special edition Pal Mickey"....it has a little metal ring that hangs off one tab, and a couple of adjusting buckles, but then there are also these two Velcro tabs, and I just can't for the life of me figure this thing out!

Do you actually attach it to Pal Mickey?....is it supposed to hang around your neck?, or from a backpack?!...is there a secret chant I should do so it magically performs for me?!!!

I don't know for sure - but I think it attachs to the Pal Mickey... I think it still goes around your neck..

Yes there is a secret chant......"hoo-mubba bubba-mickey(turn around twice, clockwise, jump up and down )..........

That sounds exactly like what it is for. I did see people/kids with their "Pal Mickey" hanging around their necks when we were at WDW.

Seriously, though, I think I'm getting there....slowly! It's making a bit more sense now. The loop on the back of my Pal Mickey is so tiny, though!
