My kids enjoyed being on the riverwalk, but we weren't down there very long. I was nervous about them falling into the river! And someone can probably correct me, but if you think you might have the little one in a stroller, I don't remember it being all that stroller-friendly. It can get pretty busy and the walkway isn't all that wide. The river taxis are fun for the kids.
I have never felt unsafe downtown San Antonio. I can vouch for LaMansion, St. Anthony, and the Havana Hotel downtown San Antonio. The Havana is more of a boutique grown-ups only kind of place. There are LOTS of nice hotels downtown SA. And out of downtown I've stayed at the Omni on IH-10and it was very nice and roomy.
The Havanna is where DH and I stayed the night we got married
(we left on cruise out of Galveston the next day for the rest of our Honeymoon). We talk about how we need to go back there one day for an anniversary
