need free template for diploma

does anyone know of a website that I can make a free diploma. My sister finally got her bachelors degree after so so many years so as a joke I want to make diplomas for her dogs stating they have graduated. All my searches on the web come up with downloads and I don't know if they are safe to download.

Check out Microsoft Publisher - part of Microsoft Office. That program has awards that you can tweak. Actually, it has a lot of different types of publishing tools. I use it a lot with my students.
