Need clarification of when FP reservations open to the hour

First time at the parks since FP were implemented and our 60 day window is about to be here. My question is if I'm in Central time zone, does that mean at 11:00 PM the night before I can start to make reservations?

Example:

Say the 60 day window for me is Friday, 2/19. Since I'm an hour behind EST, can I start to make my reservations on 2/18 at 11:00 PM?
