Need advice from the experts

I am thinking of letting my 18 year old daughter and her friend go to Universal for for three days starting February 22nd by themselves. Because they are so young, I was orginally going to let them stay onsite so that transportation and safety would not be an issue. However after seeing the rates, I'm wondering if there are some close offsite hotels that have good transportation shuttles and are safe for 2 young girls by themselves. I am assuming that this time of year FOTL will not be needed, but please correct my if I'm wrong. Any thoughts on this would be appreciated.
 
They need to be 21 to be able to check into a Universal hotel anyways. I don't know if I'd let them stay off-site alone, but that is just me.
 
I can see your reasoning about staying onsite, but it looks like that's not an option. I don't think I'd be happy to let my DD and a friend stay offsite alone, but it really depends on your own feelings, their experience of travelling, level of independence, trustworthiness etc. You probably know better than anyone on here.
 
The Sheraton Studio City is about half a mile from US/IOA and is on the trolley route.

Many hotels now require that one person be at least age 21. I would start with the hotels that will let an 18 y.o. rent a room.
