National code question

I've been playing with codes today and have a question -

Dates - May 22 (2:30 pm) - May 31 (4:00 pm)
2/4 door full size (Emerald Reserve)

I used the coupon from Vacation Outlet ($15 off weekly rental)
Coupon ID 10008198
Contract ID 5042947
Rate - $222.32 (includes all surchages and taxes)

When I combine the same coupon ID (10008198) with the contract ID that I've seen posted by others (6600330), the total rated drops to $204.48.

Here's my question - the only difference in the detail ( Base rate, Discounts and Surcharges and Taxes) is that on the lower rate the amount for "Concession Fee Recov Chrg 9.8 Pct" is missing, in my case that is $16.75.

Seems like I'd still be responsible for this charge. Anyone with any ideas or experience?

Someone recently posted on another thread. If I remember right, they called National about this and National has an agreement with Priceline not to charge for it.

My husband just picked up a rental today using the Priceless Vacation code in which the concession fee was not charged. He had no problems at the ticket booth and was charged the amount on his reservation.
