Did you try doing it on the web page? I don't know what codes are on the cards these days. If there is a 12-character code (3 groups of 4), then you can probably register them under "Recently issued ticket or pass". If they still have the old ticket codes (WXX:NNN MM/DD/YYYY NN or similar), try under "Older ticket or pass". Although I'm don't recall anyone being successful with the exchange cards yet.
Note you won't be able to do much anyways unless you are checking in in the next two months to one of the testing resorts.
I am in a similar position. We are staying at POR in October- room only reservation. I purchased annual passes via AAAsouth and was issued vouchers. While we can sign up for magicbands, etc- we cannot utilize Fastpass+ until the annual passes are activated. Disney confirmed this. Until I hear differently my plan is to activate the APs before park opening, link them on my iPhone and get my fast passes thru my iPhone in the morning. All this is assuming there are no glitches and we get up early enough to make this happen. A little frustrating to be sure.
Okay jetdoctor- I'm totally amending my previous post. You got me thinking about giving this a try even though a cast member said it wouldn't work. There is a barcode and serial number on my annual pass voucher. I used the 17 digit code and entered it in the My Disney Experience app. You link the code to the appropriate person. Apparently this cannot be changed so be careful. You can also use a laptop and create a My Disney Experience account to set up everything. It worked! I linked the code to each person and now I am able to use fastpass+. This worked even though there was a prompt that indicated that I would have to activate my annual pass to utilize fastpass plus. I still have to activate the passes, but now I can use the My Disney Experience like everyone e else. Hope this helps.
My understanding is that you cannot link exchange vouchers to MDE. I was in the same situation prior to my previous trip and was not able to take advantage of magicbands or FP+.

Yes-this was my assumption too. However, I was able to do this today using the barcode numbers on my aaa purchased annual pass vouchers. If I can do this with aaa purchased AP vouchers it would be my guess that people can do this with APs purchased directly thru Disney. It looks like they have updated MDE to accommodate the vouchers which is terrific!
my family and i are in the same situation, our old passes expire before we arrive. My dad called to renew them as well as get a pass for my boyfriend. We got the vouchers and he assigned them to each name and we are set up to go. When he talked to the CM to renew our passes, she said we should be able to link the vouchers and get fp+'s (which we are able to do). He wanted to make sure we could do this because we do have magicbands.
I am just bumping this thread to see if anybody who used the 17 code Exchange Certificate code from a AAA Exchange Certificate had any issues when showing up to the park, exchanging the certificate for an annual pass and using their FastPass+ reservations. Also, will i get a MagicBand?

If you can register it in MDX and can make FP+ reservations, then you're already all set. There shouldn't be an issue because it is already registered. You only need to go to the ticket booth to finish the activation.
You will only get a magicband if staying on site (as part of your resort reservation), or you can get an "Annual Pass" band AFTER the AP is actually activated, where you'll see the option in MDX to customize the band.
