My Central Air Dilemma

LAst week when we turned it on it wasn't working- unit outside made a loud noise and warm air came out inside. Repair guy came and it was just that the fan got stuck. It was working okay until last night I noticed it was warm. DH didn't complain so I thought it was me.

Today I lowered the temp to 75 from 78 and let it run for 30 miuntes. I timed it and the air inside doesn;t feel cool and the temp in my bedroom only went down 1 degree. So a half hour of running central air should cool a bedroom at least, right? My son;s room is still warm too and it's stuffy in here. I wonder what the problem is.
 
It could be a couple of different things. You may have a cooling agent leak. We have a small one. Our AC guy charges the agent every year or 2 (about $30). A few years ago we had a problem with a 'frozen coil.' I'm not sure what that means, but it made it blow regular old air around instead of cooling it.
