The party starts at 7pm, but with your party ticket, they'll let you enter the Magic Kingdom as early as 4pm. If you want to go to a park earlier in the day, you'll need a regular park ticket for the daytime hours. But, as was said above, from 4pm on, all you'll need is your special event ticket.
