They key part of your thesis is a Governmental body doesn't have the power to charge/affect residents of different states differently. (note the recent case involving interstate wine sales).
Disney is a corporation.
It is not bound by the commerce clause.
It is bound by the "can't discrminate based on race, creed, National (not state) origin"
The only thing a lawsuit would accomplish is make your lawyer able to afford a Disney Cruise
Keep your money to yourself.
I believe Disney is just trying to be nice to its Florida neighbors
