Multiple dining questions

I'm taking my 73 y/o mom for her first ever trip to WDW Dec 9th-18th. There's no way she can do the walking, so we'll be renting her a scooter for our stay. She is a very brittle diabetic who must eat regularly and frequently or her blood sugar will drop (very rapidly) and she will pass out. Because of this I have made ADRs for almost every meal, but am concerned about long waits. When I was there in Sept we waited past our ADR times fairly frequently and sometimes 45 minutes or more past them. Also my mom LOVES desserts and if sugar free isn't available will convince herself that she really needs the regular desserts. She always justifys not following her diet and then her blood sugars will go sky high or else it will rebound going sky high, then dropping rapidly. She's on insulin four times/day in addition to sliding scale insulin. She'll be carrying her insulin as well as snacks. Anyway, as far as my questions:

1. Do most restaraunts have sugar free desserts or do you need to call ahead?

2. Meals that come with desserts (Royal Feast at Marrakesh or 'Ohannas) will they substitue a sugar free dessert?

3. We are doing Alfredos di Roma for the Candlelight Processional, but I don't see any desserts listed on all ears. What desserts are available and are any sugar free?

4. Disney wouldn't let me make an ADR for Raintree Forest Cafe in DTD. What time do they open and would I need to call them to make an ADR or should we be able to get in early one morning? We'll also be eating lunch at Fultons and dinner at House of Blues. Would we need an ADR for them?

5. She will have her scooter, but can walk. Is there a place outside the restaraunts to park a scooter, especially in places like the Biergarten and Coral Reef where we would want to request a table down low?

6. For people who have eaten at Coral Reef--would you recommend requesting a table next to the tank or further back so you can see more of the tank? We have the first available lunch seating by the way and will be there when they open.

1-2. Disney dining is very accommodating when it comes to dietary restrictions, and sugar free is fairly common. If you are worried, just give the restaurant a call. WDW-Dine can give you numbers.

4. Rainforest Cafe' at DTD is not as closely associated with Disney as the one at AK for some reason. You can make one for AK through Disney dining, and only that one serves breakfast. DTD is lunch and dinner only, and tends to be very crowded. Call the restaurant directly if you want to eat there. Dinner at Fulton's would usually need an ADR unless you are going at an especially slow time of year. I know nothing about HoB.

5. All restaurants (and attractions) have places to park scooters (with strollers, etc). Biergarten is LOUD, and the food is located on the top tier, so you might want to stay up there INSTEAD of down front.

6. I would recommend closer to the tank, so you get a better view of the animals that do come around. Everything is moving constantly, so I found it was better to focus on one part of the tank.

I don't know where all you are planning to go, but here is some more general advice - Garden Grill try to be up front as well. It is hard to see the scenes from the back row, and it can get hectic and loud by the kitchen doors. A first row upper deck is best at Marrakesh, so you can see over the first floor seating to the dance floor. Tony's is supposedly not and Rose & Crown is definitely not taking seating area requests (everyone wants to be outside).
