Mulberry paper?

Do you think of this as an accent paper/embellishment or paper?
I am in a bazzill swap and wanted to use it as a "fluffy layer" but didn't know

I use mulberry paper to mat photos & other stuff, so I guess I would call it paper.

I think it can be used either way... depends on the size and application.

I would call it "paper" but I am not into swaps so I don't know its offical category. Sorry I couldn't help.
