mugs at VB?

Does VB have the rapid refill program for the refillable mugs? If so, can I purchase my mug there for length of stay and then bring it to WDW for the next part of my trip? 3 days at VB and 6 at WDW.

I've looked for threads on this but couldn't find a definitive answer even in the resorts mug thread, so I apologize if it's been asked and answered.
