On my next trip i will be visiting over Mother's day. Which restaurant(s) on property are the best for this occasion, or do something special? Also are the parks packed that day?

We arrived on Mother's Day last year and went to Epcot. It wasn't terribly crowded; I don't think the holiday had an impact, honestly.

I think there are some restaurants that have a brunch buffet, but I'm not sure which... maybe Captain's Grille at the YC?

We have been to the parks two times on Mother's Day. The crowds were low and the weather was perfect. We would go this time every year if school didn't interfere. I didn't notice anything special for the holiday, except cast members wishes me a happy Mother's Day.
 

We were in Epcot on Mothers' Day last year. They gave every mom a flower on the way in (at least, when we got there they were doing that). We had a pre-park ADR at Akershus and while they weren't doing anything special for Mothers' Day, it was very nice!
 
I was at AK on Mothers Day a few years ago. Every mother got a flower on the way in. Don't remember crowds being an issue. We ate at Tusker House and there wasn't anything special said or done there.

What does "best" mean to you? Are you looking for the best food? Are you looking for the best ambience? Are you looking for the best experience?
For the most part, most restaurants do not do anything special for the day. The link posted above should give you a general idea of what was done in 2015. I don't believe they have released anything for 2016 yet, and probably won't for quite a while yet.
Raglan Road in DS, and the California Grille at the CR now offer Sunday brunch as well year round.

I was at MK for Mothers Day last year (2015), the CM handed out all the moms pink Carnations and the park wasn't crowded at all.
 
Had a breakfast ADR at Captain's Grill 3 years ago on Mothers Day. They normally offer both a menu and a limited buffet in the mornings with breakfast items only. On Mothers Day it was am expanded buffet with lunch items as well as breakfast. I don't recall whether ordering items off the menu was even an option, because of the holiday. The Wave also normally has a menu with a limited buffet so on the holiday they might do the same thing with switching to an enhanced buffet. And then I was handed a flower on my way in to Epcot from the IG. Pretty but of course kind of silly because there was no way to hold on to it and tour the park.
 
I was there last year on Mother's Day, we opted to not go to a park but since we were staying at AKV, did their special safari/dinner instead. AKL gave mother's tiaras, which was cute since my son and DIL had arranged to have a package sent to the room which had a wand, balloon and a bracelet in it. I made good use of the wand and tiara for Halloween.
