Tiffin's tends to be more quiet, fewer guests, most of the time, so you are able to have a quiet meal, with exceptional food. I've always felt it more intimate, which is close as you can get to romantic in a family theme park.

Agree with Monsieur Paul.
V&A can't be matched, but its not in a park.
Loved Tutto Gusto, but it was more of a lounge with snacks. Currently it is seating for Tuttio Italia.
Not a fan of the food, but love the atmosphere of San Angel.

BOG can be romantic. CRT used to have a champagne flute. I’ve heard the fireworks cruise gives you something

Willing to travel: Topolinos terrace with fireworks (time dinner an hour before scheduled fireworks) from Hs and Epcot if you time it right.

In-park, Monsieur Paul and Takumi Tei are the only ones I would consider "romantic" and are both currently closed. Possibly Tiffin's but that can depend a lot on how busy it is and where you are seated.

It all depends on what you deem romantic. The most difficult issue is all restaurants in the parks tend to be loud when not busy and louder when busy. That is the challenge. I would leave the park and go to a hotel restaurant then come back.
Easy access from MK - Narcoosees at GF or if Victoria and Alberts ever opens hands down winner, California Grill at Contemporary. Not much in Poly that would be romantic. Too much noise and children (sorry for peeps with kiddos)
If in Epcot a walk to Flying fish at boardwalk followed by cocktails at abracadabar (although it can get busy) or Belle vue lounge (awesome wine and bourbon list) which is about as quiet as you can get plus you can chill on a couch
Hollywood studios has no place. It is all noisy even in Brown derby.
Animal kingdom about the only spot is tiffins/nomad lounge. Nomad if weather permits is great to sit outside along the water and fairly peaceful. Hope this helps!

Yes to Enchanted Rose! One night we had the entire library room to ourselves and the drinks and small plates are fabulous! Sitting at the bar is also great, the bartenders are superb. We love going there every trip since it opened. Date night for us.

For me, romance is a function of my interactions with DH, not our location. I've said if before, he can make hot dogs at Casey's or even a Mickey pretzel romantic.
