I would say till at least 10:30 - 11:00 depending on crowd levels.
Transportation to the TTC is the main way monorail resort folks can get back to their room from Epcot. It's also the main way your supposed to go to Downtown Disney from Epcot.
Although, I usually go out the International Gateway and take a bus to DD from there.
