Model roller coaster in the BWI/BWV Lobby

I always enjoy looking at the roller coaster and the carousel. But I've always wondered...was the roller coaster ever operational? It looks as if it could be, but I've been visiting the Boardwalk since 1999 and I don't think I've ever seen it working Has anyone?

BWV is one of my home resorts and I have been staying there almost yearly since 2007. I have never seen the roller coaster operating. The resort opened in 1996, so it's possible that it worked then.

I thought it was a model of the Luna Park roller coaster at Coney Island. But that is a guess.

On a tangent, the Disneyland Hotel has a BTMRR model in the Fontierland Tower lobby (also does not run).
