My favorite treat in all of Disneyland is the Raspberry Macaron from the Jolly Holiday Bakery.

It's listed on the menu, but when I checked a couple if times today it wasn't listed to order.

Do they change the mobile order items based on what's available?

Are there items to buy that aren't listed on mobile order?

Yes, they sometimes hold back certain high-demand items and don’t let you mobile order them. Other times they will let you mobile order them. There is no way to know unless you check in the moment.

I noticed that with Jolly Holiday especially, it also depends on the time you select for pick-up. I was looking for them on Monday and the raspberry macaron didn't show up as available for pick-up in the morning, but when I changed the time to later in the day (I think it was around 11 or maybe 10, I don't exactly recall), they could be ordered. So, try checking a different time frame to see if anything different shows up.

In terms of mobile ordering items, not all menu items show up. From what I can tell, if items are in short-supply, they do pull them from mobile ordering. So, while mobile ordering is convenient, it does not always include all available items and it might not necessarily be any faster than standing in line (Royal Street Veranda and Award Weiner are two places that were super slow last week - standby was faster in both cases).

When we were there in October it was never available for mobile order. I know this because it's my BFF's favorite thing and we checked every morning! We managed to snag a few on our last day by going to JH first thing in the AM.
