MNSSHP and Dining Res. Question

If we have tickets to the Halloween party but NOT tickets to MK for that day what time are we allowed to make reservations for? Would we be able to go in at eat at say 3 pm if we only have the MNSSHP pass for the day?

YOu can enter the park with only MNSSHP tickets no earlier than 4. They won't let you in before then.
