I don’t know the technical answer on wind speed, but fireworks are more likely to be delayed than flat out cancelled if weather is a concern. A full cancellation would be very rare.
We were in the MK 1/1/18, which was an incredibly cold and windy day/evening. It was the strongest and most consistent windy conditions I have personally experienced around fireworks time, so much so I was assuming they might be delayed. Show went on as scheduled. We even had a few moments of ash and debris fall on us (we were in the Hub, the wind was blowing towards us when facing the castle).
Tink usually won’t fly at certain wind conditions, even pretty moderate wind.
