Do they still open Main Street in Magic Kingdom and hour early before the rest of the park opens? If so do people line up some where to get into Fantasy Land?

Yes-all the "spokes" of The Hub are blocked off until after "Let the Magic Begin" ends at 9:00 AM.

Most Guests going to Fantsayland(with most heading for Seven Dwarfs Mine Train) will "congregate" at the "spoke" that leads to Cosmic Ray's Starlight Cafe.

What if you have a ADR at BOG at 9:05 what time will they let me in the area?

It can vary by the day, based on the CMs you happen to encounter.
They might let you in as early as 7:45, or as late as all the way up to not ahead of the rest of the regular crowd at all.

Main Street opening an hour early was something I really missed on our trip a few weeks ago (the park opened at 8 each day I was there).

In January, I absolutely loved being able to get some coffee and breakfast at Starbucks and chill on Main Street for a while before the welcome show and park opening.

I know that was a relatively recent move on Disney’s part, but I think it was a great one and really missed not having that option.
