MK 4th fast pass question

Do you have to have used and/or have passed your 3rd return time or can you get your 4th once you are in the return time window for 3rd?

The pass has to have been used/expired before getting a 4th.

But if you do not want your 3rd pass, you can go in and modify it to another attraction/time
