Anyone know if Minnie Mouse is ALWAYS at Chef Mickey's during breakfast?

She's been there every time I've eaten there, about 5 or 6 times.

Same here. Everytime we've gone she's been there but there are no guarantees with character dining.

Minnie was there when we had dinner at Chef Mickey's. I have read that she is not a 'regular' at dinner, but she has been at every dinner there that I have heard about (friends, etc.).

Minnie is a regular at both breakfast and dinner. If for some reason she is absolutly unable to attend and another character must take her place. This is not common for Minnie though, so chances are good she'll be there.
