Minimums are calculated before or after tax?

Do the minimums include tax and gratuity? When adding towards meeting your Disney wedding day minimum, do you include the tax and grat? Also, when meeting your food and beverage minimums (per person minimum and venue minimum), do you include tax and grat? I just realized this bit of information could greatly alter my estimated minimums.

Pretty sure that the minimum is BEFORE tax and gratuity.

The minimums do not include tax and gratuity, which must be added on afterwards.
