Military tickets

Hi! First off, I hope this is the right place to post this. If not, I apologize!

I have a question about purchasing tickets on base (NOT the Military Salute tickets, but regular 7-day park hoppers.) If these are purchased on base, do they have to be activated at Disney or are they just like the tickets you'd buy from a place like Undercover Tourist? And also, does the military member have to be present (like with the Military Salute tickets), or could they be purchased and given as a gift to a family member who is non-military?

1- If they are plastic "credit cards" with green background and a picture of a Disney character on them,
they are ready-to-use tickets.

2- They can be gifted to and used by anyone.
