Military ticket questions

My friend is thinking about going in September with the military tickets her Dh is coastgaurd. Anyway--here are her questions:
1) if free dining comes out can she use these with a room to get free dining
2) Should she book her DVC room and pay OOP for dining
3) Can she get a discounted Military room, use tickets, and free dining

I am DVC and non military so I have not paid attention to any prior posting about this. Thanks
Her group will consist of her, DH, 12 DS, and 4 DS.
 
The rules are always changing, but I can tell you what the basic rules were for non-DVC rooms in 2009.

You could book a room only at the 40% military discount, add the dining plan (excluding the deluxe plan), then add your military tickets to complete a package.

You could NOT use your military tickets to complete a package for the free dining.

2010 seems to have extended the offer for the discounted military room only reservations. It appears the discount is UP TO 40% off, not a flat 40%. I see that according to the info on this site, you can add any dining plan, so they have changed that rule so that you can get the deluxe plan if you wish.

I have not seen it mentioned yet, but I highly doubt you can use military tickets to complete the package for a free dining offer. Disney depends on the regular cost of tickets to make up for the loss of money normally made on the dining cost. They did not allow it in 2009.

I suggest calling both Shades of Green and WDW for further confirmation of rules.
