No I don't think so. In order for you to be able to get military discount, I do believe you need to be with him in the parks. I think the military passes are visually different, and I think the CMs will ask for ID.

Your brother can't get you the Military Salute Tickets (the $99 ones) but he could buy you passes at his base. They will be cheaper than just about anything you can get and he won't pay any taxes. Ask him to check the prices at his bases' Tickets and Tours office and see if they are a better deal. We used to buy our tickets on base all the time (for Disneyland) and as far as I can remember they were not any different in appearance than the passes you buy at Disney.
